Surely the parent should be accountable for this!! Could allowing your 12 year old give birth to a child that results from her boyfriend having a sleep over be considered an offence?
Is allowing the situation to develop that causes your 12 year old child to give birth the same as &quot;significantly harming the physical development or health of your child?&quot;.
Children and Young Persons (Care and Protection) Act 1998 No 157
Section 227   Child abuse
A person who intentionally takes action that has resulted in or appears likely to result in (c)  the physical development or health of a child or young person being significantly harmed, is guilty of an offence.
Maximum penalty: 200 penalty units.
Section 228   Neglect of children
A person, whether or not the parent of the child or young person, who, without reasonable excuse, neglects to provide adequate and proper food, nursing, clothng, medical aid or lodging for a child or young person in his or her care, is guilty of an offence.
